Film Policy

The Producers Guild of Uganda (PGU) recognizes the urgent need for a comprehensive National Film Policy that can provide a clear framework for the growth and regulation of Uganda’s film and television industry. Currently, many filmmakers face challenges such as limited funding structures, weak copyright enforcement, inadequate distribution channels, and a lack of standardized industry guidelines. A dedicated film policy seeks to address these gaps and create an enabling environment where film professionals can thrive.

Through this initiative, PGU advocates for a policy that supports infrastructure development, capacity building, investment incentives, and protection of intellectual property rights. The Guild also emphasizes the importance of establishing fair labor practices, promoting diversity and inclusion, and aligning Uganda’s film sector with international standards. Such a policy would not only protect the interests of producers but also uplift all stakeholders in the industry, from cast and crew to distributors and exhibitors.

In addition, PGU views the National Film Policy as a tool to strengthen Uganda’s cultural identity and competitiveness on the global stage. By working with government, educational institutions, and private sector partners, the Guild is committed to ensuring that the policy fosters creativity, promotes local content, and expands international co-production opportunities. Ultimately, this initiative aims to position Uganda as a leading hub for film production in Africa, with a system that benefits both creators and audiences.
