On 24th April 2026, Mathew Nabwiso (President of the Producers Guild of Uganda and Vice Chairman of Uganda Federation of Movie Industry), joined Rachel Magoola of the Uganda Parliamentary Forum for Creatives, Martin Nkoyoyo of Uganda Performing Right Society, and representatives from Uganda Musicians Association, including Geoffrey Ekongot and Kamulegeya S. Alpha, to present to Parliament on the potential risks posed by the proposed Sovereignty Bill to Uganda’s creative sector.

The delegation highlighted concerns around restrictions on international collaboration, threats to film financing and royalties, and potential setbacks to the growth of Uganda’s film and music industries, while proposing urgent amendments to safeguard the sector’s sustainability. This current Bill stifles the Film industry in the following ways:
▪️ It classifies filmmakers working with international partners as “foreign agents” risk of criminal liability (up to 20 years)
▪️ It contradicts the Copyright Amendment Act (2025) by criminalising film royalties Parliament just legalised.
▪️ The UGX 400M cap kills film financing (most co-productions exceed this before shooting).
▪️ UFMI & royalty systems risk collapse, meaning no foreign earnings. They proposed urgent amendments to protect film financing, royalties, and international collaboration.
